The Municipality of Madrid was once a part of Cantilan town. It was only declared Municipality on February 2, 1953. Madrid is blessed to have the Carac-an River. This River serves as the main source of sand and gravel to the entire CarCanMadCarLan and also provide as a watershed. Carac-an River soon to be developed as one source of power through the proposed construction of mini-hydro power plant. It is also a perfect site for camping as provincial jamboree is often held here. One of the longest bridge in mindanao is also located here.

Just drop by along Prospero Pichay Sr. Memorial Boulevard and there you can see surfers 300 meters away from the ground trying to catch for a perfect waves. In the far side, you can see the marine sanctuary facing the entire Lanuza Bay.

Lanuza: a surfing paradise in peril

Mention surfing and names like Siargao, Aurora, Daet, and La Union easily come to mind. However, there is another great surf spot in the country that is still relatively undiscovered.
The Pacific Ocean sends swells to Lanuza that can very well give Siargao’s world-renowned Cloud Nine a run for its money. Reputedly the second longest rolling waves in the world, they can have surfers riding distances up to 100 meters.
Lanuza Bay is situated at the northernmost section of Surigao del Sur covering a 120-kilometer coastline. It extends from Carrascal in the north and encompasses the municipalities of Cantillan, Madrid, Carmen, Lanuza and Cortes and Tandag.
The Bay is blessed with abundant natural resources. Its waters teem with fish and other marine creatures, while the forests of the towns surrounding the Bay are thick with wildlife.

DENR okays 9 carbon-reducing projects

The Department of Environment and Natural Resources (DENR) has issued letters of approval (LOA) for nine carbon emission-reducing projects which will make the Philippines fifth in the world for the most number of such ventures.
Five of the projects receiving LOA endorsing their qualification for the Kyoto Protocol’s Clean Development Mechanism (CDM) incentives are four renewable energy projects and five hog farms that are cutting their methane emission.
"There’s an increasing interest in CDM. We have been receiving inquiries on how they can qualify for the program," said Joyceline A. Goco, chief of InterAgency Committee on Climate Change (IACCC) Secretariat.
The projects still have to go through registration with the CDM Executive Board after which the Philippines will be considered to have listed a total of 17 projects, making it world’s fifth with the most number of CDM projects.
CDM-registered projects normally gain a higher value for their carbon credits ranging from $ 7 to 10 per metric ton (MT).The renewable energy projects are the Sipangpang Mini-Hydropower Project (SMHP), full story here>>>

village councilor, shot dead in cantilan

In Cantilan, Surigao del Sur, unidentified gunmen shot dead Rolando Lozaldo, a councilor of Barangay Consuelo, while he was sitting inside the cooperative store at 6 p.m. on Thursday.
PRO13 director Chief Supt. Jaime Milla said the gunmen escaped after the attack and are now being hunted.
Police are still investigating the motive behind the killing.

CANTILAN, SURIGAO DEL SUR (September 27) — More than 150 NPA rebels wearing military and police uniforms young and adults (men and women, even a ten year-old boy carrying a handgun) attacked the local police station here at around 12:30 pm last Sunday, September 23.
The rebels armed with high-powered firearms, numbering about 40 arrived in front of the Police Station boarding a white Toyota passenger van and an Elf truck forwarder with tent, quickly disembarked one after the other and sprayed bullets at the police station hitting instantly two police officers on duty namely: SPO2 Quirino Liquido, Jr. who was hit on the right elbow, and PO2 Aldrin Estrada who was seriously hit at the back. read full story>>>

The significant quantity of nickel laterite deposits in the Philippines is directly associated with its distinct geology. The Cantilan Nickel prospect that lies within the Surigao Laterite Domain revealed as one of the best potential laterite reserves in the country. Looking back in the year 1998 and 1999, QNI-Philippines had conducted series of geological mapping, test pit re-sampling, rigorous drilling campaign and detailed technical study at Inner 1B area which showed positive outcome and presented significant quantity of mineable raw materials. On the other hand, this project has been carried out to estimate the Cantilan inner 1B reserves using different approach of estimation. Primarily, geological models were constructed and subsequently appropriate block models were used to fill the geological model. With the application of inverse distance weighting technique, the total ore reserves of Cantilan inner 1B deposit was estimated to be 15.30 Mdt (Million dry tonnes) @ 1.34% Ni and 28.26% Fe content. Surigao town boosts bid as surfing capital

WHILE the flow of tourists to the surfing town of Lanuza in Surigao del Sur remains slow, the opening of an airstrip in the neighboring town of Madrid is seen as a big boost to the tourism revenues of the entire area.
Surigao del Sur Rep. Philip Pichay said Lanuza, which faces the Pacific Ocean, has great waters ideal for surfing and a good number of Australian, American, Japanese and Korean tourists have already discovered the area, but the flow of tourists is hampered by the area’s inaccessibility. full story here>>>

The CARCANMADCARLANCORTAN-Lanuza Bay Development Alliance (LBDA) is an alliance of the seven municipalities within Lanuza Bay, Surigao del Sur, namely, Carrascal, Cantilan, Madrid, Carmen, Lanuza, Cortez and Tandag.
The seven municipalities wanted to unify their efforts for the exercise of their rights and obligations, and declare their mutual respect to ensure a unified, integrated, judicious and wise utilization, protection, conservation and management of coastal and fishery resources.
Carcanmadcarlan Topography
August 7, 2007 Known in the past for its vast timberlands and, for the present with its over 6,000 hectares of Government-irrigated lands, it has seawaters in the east, mountains in the west, north and south. The plains has navigable rivers known as Carac-an, Union, Cantilan, Consuelo, Benoni, Bon-ot, Adlayan, Lancogue and some s maller ones. The extent of creeks and wetlands or lowlands in its wide plains is indicative that marshlands and swamps were main landmarks and features of its old topography. The conversions and developments of th
e lowlands into rice paddies began in the 18th century when the friars were stationed therein. Those rivers and creeks which were developed into fishponds did not begin earlier than the first half of the 20th century.
In the hazy period of Cantilan’s history in the 16th century, Parasao was described only to have consisted of a vast area of woodlands on the plains, hills and mountains. They were traversed by big rivers and creeks north of Tand ag, the set of catholic priory. West, Northwest, South and Southwest of Cantilan have the eye-limits of Diwata, Ilong-ilong, Sibyog, Mabaha and the Legaspi mountains with their ridges and ranges clear on the dry months.

North East of Mindanao is the province of Surigao del Sur. It occupies an area of 455,216 hectares. Approximately it has 4,552.16 square kilometers with a length of 175 kilometers facing Pacific Ocean, It lies within 125° 45′ to 130° 30′ E. Longitude and 10° 30′ to 8° 00′ Latitude. It is bounded on the North West by the provinces of Surigao del Norte, on the South West by Davao Oriental, on the East by the Pacific Ocean and on the West and South West by the Provinces of Agusan del Norte and Agusan del Sur.
…From the later part of the 1500s to 1919, the land area of the town Cantilan was roughly 130,000 hectares which is over one-fourth of the present area of the province of Surigao del Sur. This was the whole of Cantilan which is now known of the acronym of CARCANMACARLAN which is derived from the first three-syllables of thetowns of Carrascal, Cantilan, Madrid, Carmen and Lanuza.
The original acronym of the whole area was CARCANLAN which comprised of Carrascal, Cantilan and Lanuza. On December 10, 1918, Executive Order No. 52 of American Governor General Francis Burton Harrison which was signed by Charles Yeater, divided Cantilan into three parts. On February 2,1953, it became CARCANMADLAN when Madrid was created as a municipality and detached from the mother town by virtue of Executive Order by President Elpidio Quirino. When Brgy. Carmen of Lanuza was created as a town by Republic Act No.6367, on August 16,1971, the indigenous naming of the whole area that was once Cantilan finally became CARCANMADCARLAN in 1980.
