Endangered Philippine Tarsier (Tarsius Syrichta) Battles Illegal Mining

Philippine tarsier (Tarsius syrichta). One of the smallest primates in the world. This tarsier was found near the mining site of Marcventures Mining Development Corporation who is illegally operating under the watershed area proclaimed by former President of the Philippines under Presidential Proclamation No. 1747 dated March 23, 2009 declaring portions of the public domain located in the boundary of Agusan and Surigao provinces with a total of 43,601 hectares as Watershed Forest Reserves.
The company still continue to operate despite the issuance of a 7-month Temporary Environmental Restraining Order (TEPO), the longest court order in Philippine mining history by the Regional Trial Court dated May 26, 2011 and released on June 7, 2011. Background is the minesite located in Brgy. Cabangahan, Cantilan, Surigao del Sur in the southern province of the Philippines.

Longest Temporary Environmental Restraining Order issued against Marcventures Mining Development Corp.
June 17, 2011 Cantilan, Surigao del Sur, June 8, 2011: In a court order dated May 26, 2011, and released on June 7, Surigao del Sur Regional Trial Court Judge Alfredo Jalad wrote, “The TEPO issued by this court is declared as still subsisting and effective until there is an order lifting, revoking or dissolving it.” Furthermore, Judge Jalad ordered starting June 24, the court will periodically monitor the mining operations. The seven month TEPO against MMDC is the first longest environmental protection order in Philippine mining history, a landmark victory for Cantilangnons who are against mining in their watershed. It was issued on Nov.10, 2010 against Marcventures Mining Development Corporation, a mining company operating in Brgy Cabangahan in Cantilan and owned by Mario Vijungco of Butuan City. READ MORE>>>

24 killed as rebels, soldiers clash in Surigao del Sur
Twenty-four people were killed and 11 others were wounded in a clash from Wednesday until Thursday between government troops and New People’s Army (NPA) rebels who raided a logging company in Surigao del Sur, the military said Friday.
Armed Forces spokesman Lt. Col. Romeo Brawner, Jr. said a report from the 4th Infantry Division showed 13 from the government side were killed in action (KIA): Eight Army troopers from the 58th Infantry Battalion, one from the Philippine National Police, two civilian auxiliaries (CAA), and two security personnel of the Surigao Development Corp., a logging company.

January 24, 2011TANDAG, Surigao del Sur, Philippines – The Department of Labor and Employment (DoLE) on Monday started to accept applicants for registered nurses (RN) who will be deployed in various areas in Surigao del Sur.
The hiring for the Registered Nurse Health Enhancement and Local Service (RN-Heals) is part of the national government’s employment program. It was learned that the program allotted 157 positions for this province alone.

Irrigation project for Surigao town

CARRASCAL, Surigao del Sur, Philippines – More farmers in this town have the reason to be happy because their farm production is expected to soar after the national government poured in funding for irrigation project.
The irrigation project is part of the Agrarian Reform Structure Support Project III (ARISP III) that will be implemented by the Department of Agrarian Reform (DAR) and National Irrigation Authority (NIA).
NIA Assistant Division Manager Constancio Banaay said the project has a total cost of P8,387,230 and will cover 40 hectares of potential irrigable areas.
“The said project would benefit more Agrarian Reform Beneficiaries (ARB) in this town,” added Banaay.
It can be recalled that in the middle of December, 2010, the groundbreaking ceremony for the ARISP III Adlya-Ilaya Communal Irrigation Project (CIP) was held in Barangay Adlya, this town.
Vice Mayor Alfred Arreza said, “It was in the year 2005 when they submitted the project proposal and through constant follow-up at DAR Central Office-FAPSO and DAR Provincial Office the said project was finally approved.” (Mike Crismundo)

“The town of San Miguel is already submerged in six foot high floodwaters lagpas tao pa yung lalim. In towns of Barobo, Cantilan and Lianga, some low lying areas there are no longer passable with all types of vehicles forcing some to use rubber boats and bancas as means of transporting people, relief goods and others,” Pimentel said.

There are two tales of how Cantilan of old got its name. According to the first version, Cantilan, originally known as “Can Tilang” derived its name from Tilang, an empty sea shell of a “tekyobo.” The second version said that the place was named after a woman named Tilang. Of the two versions however, the first one is more popular.
In 1806, Fray Miguel de los Arcos completed the construction of the “Cota” better known as Baluarte de Señor San Miguel. There were five recorded attacks of the Moros in Cantilan but each intended depredation was foiled because of fortification. The natives used different warning tools such as tambuli, church bells and others. The “Cota” was installed with swivelguns and cannons ready for Moro attacks. Natives believed that they were being protected by the Patron Saint San Nicolas de Tolentino whose icon was believed to disappear from its place in church altar every time Moro raid occurred.
In 1856 the people did not have any portent that a disaster would befall them and their town. They would not be bothered by the cumulus clouds as these were accepted as natural signs of “Amihan”. Because they did not interpret these signs as warnings for intending calamity, they slept soundly at night. But in the evening of October 14, 1856, a hurricane from the north which turned over east and south increased to an intensity that tidal waves changed the whole town into a sea. The result of this catastrophe was that with the exception of strong house and two “camarines” every thing was swept away. On October 16, 1856, Cantilan became a wasteland but not obliterated from the memories of the people.
Then the survivors crossed the Cantilan river to the northeast and northwest forming the present districts of Linintian and Magosilom of the modern Cantilan.
One very important event in Philippine history happened in Cantilan during the formation of the revolutionary government of General Emilio Aguinaldo, when Cantilan declared a neutral government on Feb. 10, 1899. With the arrival of the Gonzales brothers, this produced a human drama of tears and blood which Cantilan shared. It also shared the ephemeral glory of the Philippine Revolution when the Filipino Flag was hoisted at the town tribunal.
Modern Cantilan is known as “Cradle of Towns” . The mother town of Carrascal, Madrid, Carmen and Lanuza, Cantilan prides itself with the so-called “Cantilan Spirit”, which is “nothing is impossible in Cantilan.”
